Oracle Investigations was established by Olen Thyssen, a decorated former United States Marine and combat veteran. Olen first joined the United States Marine Corps in 1996 and quickly moved into the role of Marine Sniper. Olen returned to his home state of Texas in 2000 and began work as an investigator for numerous Private Investigation companies. After 9-11 Olen rejoined the United States Marine Corps and continued his career as a Sniper. In 2006, after years of working with several intelligence agencies during combat operations, Olen returned home again to Texas where he resumed his work as a Private Investigator.
After carefully adapting the same methods, tactics, and techniques developed for planning and conducting intelligence and reconnaissance missions, Olen devised a system of conducting surveillance and investigations unlike any other. He has logged over 15000 man hours of surveillance and completed over 800 cases as of 2010. Oracle Investigations was born out of a desire to bring the best investigative resources to Texas. Olen attributes the company's success to consistent results and a genuine desire to provide the best experience possible for his clients.

Oracle Investigations is a full service investigations company, offering a vast array of services to our clients in the greater Houston area. While providing the information you need is our highest priority, we also consistently exceed expectations with our strict attention to detail, planing, direct communication, and timely results.
Upon the completion of an investigation, clients are provided with a detailed written report and copies of all video, photo, and audio evidence as well as any other records or documents collected.

Pre-surveillance
We can provide a detailed pre-surveillance evaluation for all of our surveillance cases. This allows us to determine the potential surveillance success of a case. We don't simply accept a case and say ok, let's go. We physically send one of our investigators out to the surveillance sites and map the area. Determine multiple setup positions. Time traffic signals and traffic flow in the area. We locate potential major shopping areas, restaurants, gas stations and other common places the subject may go. We determine the most probable routes to hot spots. Depending on the type of surveillance we obtain license plates, confirm the subject's residence, and determine other factors that will increase the efficiency of our investigation.
We do everything we can to make sure our surveillance efforts will not only produce quality results, but save the client time and money. Too often investigators go out to a case, spend an hour trying to find a place to setup, and then later on loose the subject due to getting lost, getting stopped at a long traffic light, or other foreseeable situations. They then spend precious time (and your money) trying to figure out where the subject went or waiting around for the subject to return. At Oracle We do everything we can to prevent these situations before we even start! We do not want to waste your time and ultimately your money finding out what we should have already known.
Pre-surveillance is an option given to all perspective clients. We charge a non-refundable flat fee of $150.00 to conduct the pre-surveillance. This includes all travel, documentation, and information obtained during the pre-surveillance. Once complete, we will contact the client and provide a detailed explanation of results. If our pre-surveillance determines that surveillance efforts would not produce the desired result, or possibly harm the investigation we will gladly inform the client. Again, we do not want to waste your time or money. If after conducting the pre-surveillance the client determines they want to proceed with surveillance the $150.00 is subtracted from the final surveillance fees. This not only insures you know what you are getting before hand, but also keeps you informed as to the potential success or failure of the surveillance PRIOR to ever starting. The only surprises we give our clients are when they get results BETTER than expected!

At Oracle Investigations, our surveillance teams are comprised of experienced, seasoned investigators using some of the latest in technology and tactics to obtain clear, accurate, efficient results.
In our experience, the key to successful surveillance is proper planning and direct communication with the client. To facilitate this, Oracle clients work directly with their assigned investigator rather than office staff. Clients maintain as much or as little contact with their investigator as desired. As events occur, investigators can provide timely updates from the field via phone or email as well.
Each of our investigators is equipped with a high quality camera system, GPS logger, law enforcement-grade covert video system, and the experience and knowledge to use them. Unlike most companies, Oracle typically utilizes a minimum of two investigators during surveillance. This maximizes effectiveness in mobile surveillance, allows for multiple camera angles, and ensures our investigators remain unobtrusive, undetected observers.

We WILL NOT under any circumstance interfere with ANY law enforcement agency surveillance efforts, nor contribute to ANY criminal activities. If for any reason we feel our services are being utilized with this intent we reserve the right to terminate the contract and will notify the authorities immediately. While operating inside our standard service area, we do not charge mileage. Depending on the circumstances of the investigation we may charge drive time for some cases.
Oracle Investigations has developed an extensive "out of office" network of advanced Investigative Specialists. These individuals and their companies are typically highly specialized in their field and can provide first class services.

With that in mind we have compiled an extensive list of questions and informational tid-bits to help you better understand and determine you investigative needs. Here you will find tons of information regarding the Private Investigation industry as well as services. We advise all potential clients to familiarize your self with this information, even if you choose to use an alternate investigation company (although we don't know why you would!).

Texas Private Investigator - License Requirements
Private Investigators in the state of Texas are regulated and licensed by the Texas Department of Public Safety - Private Security Bureau. Each investigation company must not only be registered with the state but also licensed. If a company is not licensed in the State of Texas they are not only operating illegally but will most likely not provide quality results. If your case goes to court it is a safe bet that any information obtained by an unlicensed company will have a NEGATIVE impact on your case. In short if you are not provided a license number, ASK for one. You can verify a company license number and its current status here.
Texas Private Investigator - Insurance Requirements
The state requires all licensed investigation companies to maintain insurance. Many companies have expired or otherwise allowed their insurance to lapse. If you are not provided with information pertaining to the company's insurance, again ASK for a copy of their current insurance certificate. You can also use the above link at the TxDPS-PSB website to verify the company is currently insured.
If for some reason the company you are debating doing business with is incapable of providing BOTH of these items, DO NOT hire them.
Private Investigators - We are not Law Enforcement
Private investigators are not law enforcement officers. Although many law enforcement officers and retirees work as Private Investigators, they relinquish that title while conducting PI work. Private Investigators are civilians with the experience, knowledge, skills and contacts to conduct investigations; however, must operate within the very same laws and restrictions as anyone else. While we do have access to some information not readily available to the general public, it is closely regulated by other agencies and laws. We can not trespass, speed through traffic lights, arrest individuals, or conduct any act you could not normally do you self. While we do work closely with some law enforcement agencies, we in fact are simply not one.
Buyer Beware!!
At Oracle we feel it is not only necessary to inform our clients, but also protect them from making mistakes regarding Private Investigators. While we hate to admit it, just like any other industry, there are some unscrupulous investigation companies out there.
Experienced Investigators:
If you hired a reputable, long established company to build your house, and they sent out a guy who just picked up a hammer for the first time, would you be happy? Of course not! So why would you want an investigation company to do the same? Before hiring a Private Investigator, you should find out exactly WHO is handling your case. Many investigation companies are owned and managed by investigators with years or decades of experience. This does not mean that the investigator handling YOUR case has that experience. Most Private Investigators start their career with very little training and almost no experience; however, are placed in the field to handle your case. Typically investigators start their career working under someone else's company license and obtain the experience in the field with very limited training. In order to work for a Private Investigation company you have to meet some very basic requirements regarding your age, criminal history and pass a short exam. Once you meet these requirements you can be placed in the field to conduct surveillance, interviews, or any of the other services investigation companies provide. As a paying customer you have every right to not only know WHO is handling your investigation, but their experience and background as well. Is he a seasoned professional or is he just starting, is your case his FIRST case? These are questions worth asking whenever hiring an investigator.
How do I know the investigator is doing their job?!
Many times we have been asked by clients, "How do I know the investigator was even out there?" This is a very good question. Most reputable investigation companies will provide some sort of confirmation. This may be a GPS tracking log of the investigators location or confirmation video or time shots taken at regular intervals through out the surveillance. This means that when an investigator finishes the surveillance, even if nothing happened, you can review the GPS tracking log to see where the investigators vehicle was, as well as review the video tape showing any changes in activity such as vehicle positions, shadows, environmental changes, etc. This not only provides you with peace of mind that the investigator is there, but is also evidence that nothing was going on. This, in some cases, is a good thing! If you are hiring a Private Investigator for surveillance or any other services, they should be willing to provide one or both of these types of information. If they do not or refuse to, it might be best to move on to another company.
NO GUARANTEES!
NO investigator can guarantee results. PERIOD! If it's a missing person, background check, surveillance or any other service there are simply way to many factors that can come into play regarding this industry and the results. There might not even be any results to find on some cases. So if someone is advertising they guarantee they won't lose a subject on surveillance, or they can find anyone, anywhere, you should get it in writing and be prepared to get your money back if they don't. Although we are great at what we do, and most times we are able to obtain the information requested, sometimes, the information just isn't there to be obtained.
Why do I need a PI?
Many people ask, "Why do I need a PI? Can't I do it my self?" The answer to this is "yes", you can do some of it yourself.
With that being said, you can also change your own oil, repair you roof, or fix you broken washing machine; however, normally you can not do it as fast, efficient, or cost effective as a professional.
The other thing to keep in mind is that Private Investigators are hired as an "unbiased third party". This means that the information they collect during an investigation is admissible in court. If you produce information in court in may be viewed as "biased" and incomplete, or altered to your advantage, and may cause damage to you case.
Private Investigators are also licensed and regulated by the state, meaning they also have some limited access to information you may not be allowed access to.
Regarding surveillance, it is far better to hire a professional due legalities regarding "stalking", "harassment" and other issues. Not to mention the greater chance you have of getting caught as opposed to a well trained, equipped, and professional investigator.
When you hire a Private Investigator there are certain things you should expect.
1) They should be able to provide their license and insurance information.
2) They should provide a detailed written report along with any documents, photographs, video they have obtained, upon completion of the investigation.
3) You should sign a contract for service, confidentiality, and terms of payment.
4) Most companies require a retainer fee from individuals and first time clients.
Due to advances in technology of the 21st Century, Oracle Investigations operates out of mobile offices. Our mobile offices are fully equipped with internet and the ability to email, scan, fax, produce videos and photos. This allows us a huge benefit in being able to meet our clients' timely needs and operate independently in the field.
We have also learned through experience that many of our clients do not want to meet in a Private Investigators office, due to the stigma of walking into one. Many clients are far more comfortable meeting in person at a designated neutral location. We have met clients in restaurant, at their work place, at a family member's residence, in libraries, hotels and numerous other places. If the client has an attorney we highly advise meeting at the attorney's office in order to better coordinate our efforts with the clients' legal counsel. These locations are usually far more convenient to our clients, than traveling across the greater Houston area to meet at our office.
We typically do not provide information regarding the location of our main office due to security and privacy issues; however, if a client wants to meet at our main office, we are more than happy to accommodate them.
Mobile Surveillance
As discussed above, we are NOT law enforcement officers. With that being said we must operate our vehicles under the same laws as everyone else. This mean we can not legally speed, run red lights, or conduct any other traffic violations. The reason I bring this up is due to the fact that many people do not understand how this hampers mobile surveillance. While following people in the movies seems very easy, real life has its problems. Even the BEST investigators can not guarantee the success of mobile surveillance. Red lights, construction, wrecks, the subject driving erratically, weather conditions and a long list of other factors can determine the effectiveness of mobile surveillance.
Surveillance Vehicle
This is a well debated topic among investigators; however, one thing remains agreed upon through out the investigative community. Use a discreet vehicle! Van, car, SUV, or truck is debatable; however, driving a bright red, Chevrolet Camaro with the convertible top down, is not discreet. Most investigators tend to lean toward common, non-descript vehicles and tend to avoid any vehicle resembling a police car. So feel free to ask the investigator handling your surveillance case, what type of vehicle they drive, what color, and why they chose that vehicle. Most surveillance investigators are happy to discuss their surveillance vehicle, how it is setup, and explain its effectiveness. This is also your chance to learn more about your investigators experience and knowledge of the profession.
Surveillance Contracts
It should be understood that if you hire a Private Investigator for surveillance, you are hiring us for the services of observation. This means that if the subject does nothing, that is what we document. An example of this is being hired for an infidelity case. After three days of surveillance the subject stays at home all day, or work, and does nothing, we did our job. Yes, we still get paid. We conducted the surveillance as requested. We documented the subject was not doing anything. That is what we were hired to do, and that is what we get paid for. Because the husband was not active and was not cheating, does not mean we do not get paid.
Covert Video Equipment
Most investigation companies have some sort of covert-video equipment. This has become an industry standard in the world of surveillance; however, there are some things you should know. Does the covert system your investigator uses have a time-date-stamp? Meaning, does the video show the date and time of the recordings? Many systems on the market are great at getting video; however, do not provide the most crucial part, the time and date. This is a MUST for any video, not just covert, as it allows the video to be presented in court and confirms the activity occurred at the stated time.
Does the covert system work in low light? Does it have a high frame rate? Is it in color? Does it have a fish-eye effect? These are questions most people are unaware of asking; however, if answered correctly can help you determine that the investigator has a quality covert video system and will be able to obtain clear, admissible video of the subject while inside the bar, working, or conducting other activities.
Night-Vision
Filming and obtaining photographs at night is a big part of the surveillance world; however, there are some issues to be noted. Many investigators use the same types of video cameras you would use to film you child's birthday party. They may be equipped with some sort of a night time feature; however, this may not be adequate. Most standard video cameras do not have the capability to obtain long distance night time video. This typically requires a very expensive and specialized piece of equipment.
Many investigators do not posses such equipment due to the cost. If you think surveillance is going to be conducted during low light hours, it might be worth checking with your investigator to determine their night time capability, or even have them demonstrate it for you. What good is the surveillance if you can't see it on the video?!
Electronic Counter Measures - BUG SWEEPS
While many investigation companies offer this service, there are MANY things you should know. This is a VERY specialized and technical field. Very few investigators really know what they are doing in this capacity. Most investigators who specialize in this type of work charge thousands of dollars to do so. They are typically hired by large corporations, government agencies and handle those types of clients to protect multi-million dollar corporate secrets and the likes. The average individual does not need this type of work done, primarily due to the fact that the average individual does not have the technology or equipment to bug a house. Your ex-husband, unless he is an electrical engineer with a room of state of the art high tech equipment, is not going to have the means or knowledge, to bug your house. Secondly, it is illegal on several accounts. Although companies offer this service, most provide a VERY basic sweep using equipment equivalent to items found in the bottom of cereal boxes. They will come to your residence or office, pull out some gizmos and put on a show for you. Technically, they are checking for bugs; however, in the most basic of ways. In most cases an investigator will check for the possibility of hidden cameras. If you truly believe your house is bugged then you should contact one of the companies that specializes in this type of work and be prepared to pay a handsome fee.
Reasonable Expectation of Privacy - Surveillance
While some consider this a "gray" area, it simply is not. All U.S. citizens have the right to a reasonable expectation of privacy. This means that during our investigations we must not cross that invisible boundary. Although some investigators do, at Oracle it is frowned upon. Legally we can not "bug" a house, peek through closed window blinds, hide in bushes along your back fence and peek through a crack. These types of acts are not only immoral but illegal. A "rule of thumb" is that any activity recordable must take place in plain view. Meaning any normal person, conducting normal activities could observe the activity. An example of this; If an individual has his front blinds wide open and can clearly be observed by anyone walking down the street working out in his living room, this IS acceptable; however, if the only way to observe the activity is to climb a tree and film over the back fence and through half closed blinds, that is NOT acceptable. In the later example the investigator is going out of his way to violate the subjects "reasonable expectation of privacy".

Master Investigator The following is a guide to help you determine if your mate is cheating on you. After reading this list you may find there is some area of concern. Do not confront the cheater. This will only cause them to clean up their act and make it more difficult for you to catch them. You may not have enough proof to make your case. I would urge you to seek professional help.
•At the beginning of an affair the mate that is cheating is more attentive to his spouse. This is due to guilt that the cheater may be feeling at the time.
•
•After the affair has been going on for a while the person cheating seems to find fault with the person he/she may be living with to try to justify the affair in their mind.
• Cheating spouses may lose attention in the activities in the home. They don't show interest in the livelihood of you or the children that live in the home. Nor do they have any desires to do any fix-ups to the home (i.e. lawn care, house repairs, etc.....)
• Intuition (gut feeling) that something is not right usually is a sign you may have a cheating problem "when in doubt check them out".
•Cheaters may have a change in sex life (i.e. more sex, less sex) as well as unexplained sexual requests.
•The cheater has a definite change in attitude towards everyone in the home, especially the mate (i.e. if he/she didn't act the way they do, well then maybe I wouldn't be doing the things I do).
• Another sign is "Finances". "If someone wants to play they have to pay" therefore keeping an eye on their monies (i.e. check stubs, bank account balances, credit card bills, etc...) would tell you whether their spending more money than usual.
• Grooming habits will change. Cheaters will be more attentive to their person (e.i. the way they dress, frequent bathing, physical fitness, grooming of their hair, switching of colognes, etc...).
•Physical signs to look for to determine whether or not someone is having an affair is lipstick on the collar, odors of cologne/perfume on a shirt/blouse, checking underwear for secretion stains. You can also check their wallets and/or the glove compartments of their car to see if they left receipts, pieces of paper with phone numbers, addresses, condoms, etc.
